The “Apni Zameen Apna Ghar” program is the flagship initiative of the Punjab government to combat Pakistan’s housing crisis. Three Paths to Your New Home
“Apni Zameen Apna Ghar” is not a cookie-cutter approach. It features a thoughtful, three-level approach to help families with different circumstances and needs.
Model 1: Free Plots for the Landless 🏡 This represents the most significant part of the program, and is targeting the poorest families in the province that do not currently own any piece of land whatsoever. The first phase will distribute nearly 2,000 plots, each 3 marlas, completely free. The locations of these plots are spread out across 23 different housing schemes in 19 districts. This represents an incredible first step for many families who have been living in rent for generations. The government intends to prioritize the most vulnerable members of society – widows, orphans, labourers, and persons with disabilities.
Model 2: Interest-Free Construction Loans 🛠️ Many families have a small plot of land, but do not have the funds to build a home. The government is offering interest-free loans up to PKR 1.5 million for constructing a home. The repayment period is flexible, up to 7 years, with a 3-month grace period before the first payment is due. This way, the family can settle before having to make payments. The government will also cover the financing costs of the loan, making this a cost-effective option for families.
Model 3: Subsidized and Affordable Housing 🏘️ For families without land, the government is partnering with private developers to provide pre-built affordable housing and apartments. This model will provide a huge subsidy from the government, which will cover up to 60% of the cost of the unit. The beneficiary only has to pay a 40% deposit and can pay the remaining amount through easy monthly payments over a 5-year term. This will mean families will have access to a quality government-approved home at a much lower market cost, even if they do not have land.

Your Step-by-Step Guide to a New Life
The application procedure has been developed to be as simple and clear as possible. In order to support the fair systems, all the processes are now digital as a measure against corruption. So, here’s a clear step-by-step for applying:
Step 1: Check Your Eligibility 👍 Before you get started with anything, it is important that you check that you meet the basic requirements. This scheme is for permanent residents of Punjab who also manage their family unit. You must not possess any property in Pakistan. Your family’s monthly income must be less than PKR 50,000, while your Poverty Means Test (PMT) Scores in the National Socio-Economic Registry (NSER) must also be less than 60%. Finally, you must not have a criminal record or have defaulted on any loans.
Step 2: Gather Your Materials 📂 You will need to have your valid Citizenship National Identity Card (CNIC) and evidence of the family’s income (if you own a plot and are applying for a construction loan, you will also need a formal title/ownership document of the land).
Step 3: “Online Application” 💻 The fastest and easiest way to apply is through the official e-portal. Go to the official website azag.punjab.gov.pk, and there is a registration form there. Fill in all the details required of you in personal data such as CNIC and family data and contact data. Don’t forget to enter all clear truth in the details you enter. Any false data can lead to immediate disqualification.
Step 4: “Alternative Forms of Application” 📞 If you do not have access to the internet or a smart phone then there are 2 other options. You can call and speak to a call center on 0800-09100, and someone will help you fill out your application over the phone. Alternatively, you can go to your nearest District Commissioner’s office where they will have trained staff available who can help you fill out all the required forms and lodge your application.
After your application has been submitted, the Punjab Housing and Town Planning Agency (PHATA) will carefully check all of the documents you provided. Then, through a fair computerized balloting process, beneficiaries will be selected so that plots and loans go to the most deserving families.
